Along with the continuous development of our country’s economic system reform, the existing management system of the cultural institutions can not meet the requirements of the current era at the knowledge economy time. As a result, a certain part of the cultural institutions began to implement either the corporate restructuring or the enterprise management. The competition of culture media is the competition of talent. However, the leaders have not paid enough attention to the reform of performance management in the the restructuring process. The current performance management system has already been unable to meet the needs of the work, and has exposed a lot of disadvantages in the practical work. Performance as follows:out of touch performance appraisal and strategic objectives; subjective assessment methods; lack of training of the appraisers; unsmooth of assessment feedback channel; formalization of using the assessment results; lack of performance management support system.Starting from the related theory of performance management, the study introduces performance management theory and the knowledge of performance assessment, as well as the current performance appraisal methods and reform process of cultural institutions. Then, combined with the status quo of cultural institutions’ performance management system, deeply analyzes the reasons for all the disadvantages. S Radio and Television Mansion is selected as a representative cultural institution. Through the questionnaire analysis and interviews, identify specific issues in performance appraisal. For example:not professional evaluation personnel; appraisal index set unreasonable; long of assessment cycle; low of the employee participation; and the assessment results and occupation development are closely linked. Then demonstrate the need for performance management reform, and put forward constructive coping strategies. The author explained scientifically coping strategies from the following aspects:establish scientific performance plan, establish two-way communication environment, improve the feedback mechanism, and strengthen the application of performance appraisal results.By drawing on performance assessment methods of the corporate, cultural institutions can improve the validity and reliability of the performance measure, and establish a complete system of performance management. In order to promote the using of the performance assessment results in the human resources management working process, and achieving the scientific performance assessment goal of the cultural institutions.
