This thesis is based on the policy of the Communist Party of China (CPC). To meet the demands of the new circumstances at home and abroad, CPC emphasizes in the12th five-year national development plan that new efforts should be made to promote the cultural industry as the mainstay of the national economy and enhance its overall strength and competiveness. President Hu Jingtao also pointed out in the22nd routine group study among the members of the Political Bureau of CPC that to deepen the structural reform in cultural field, we must maintain the orientation of the advanced socialist culture and coordinate the development of the cultural undertakings and industries with the guidance of "Three Representations" thought and the theory of Scientific Outlook on Development.This thesis attempts to investigate China’s cultural industry from the perspective of ideological and political education. Due to the fact that China is still at the primary stage of socialism and our cultural industry starts fairly late, the status quo of the development of cultural industry is still not up to the expectations. It is believed in the ideological and political education that one’s behaviors are subordinated to and the externalization of his thinking. Hence, to address the problems in our cultural industry, after all, is to address the ideological and moral problem. Therefore, this thesis, with the consideration of the root of the problems, focuses on employees’professional ethics and hopes to find out the bottleneck that hinders the progress of cultural industry as well as the way to break through it.This thesis innovatively introduces a new way of classification of the cultural industries in Hunan Province. Instead of sticking to the traditional mode, I divide the wide range of cultural industries simply into five types:the Red, the Green, the Orange, the Yellow and the Black. The first three types, especially the red tourism (which is a kind of tourism product that combines the patriotism education and tourism industry) and the famous TV and film industry will be illustrated in detail. The Yellow cultural industry is briefly discussed. Reference will also be made briefly to the Black one.This thesis is based on the materials collected from the social research. I prepare300questionnaires and carry out a survey in the publishing sector, Hunan Administration of Radio, Film and Television, Xiaoxiang Motion-Picture Studio and other medias that all together lasts for2months through distributing, filling out, calling back and analyzing those questionnaires. All these materials obtained through social research substantiate my thesis to a great extent.This thesis is constructed on the principles of Hunan’s ideological and political education which include correct evaluation, conscientiousness, faith, strong will and professionalism. The abovementioned principles can also be used as a touchstone for the construction of professional ethics led by the departments of the Party and government in Hunan.This thesis cuts in the subject matter through the analysis of "dogged persistence and fussy perfectionism" which is one of the personality traits of Hunan people. And the analysis reveals the ambivalence of the professional ethics of employees in Hunan:they evaluate different professions unprejudiced in technical term but prejudiced in reality; their attitude for their jobs is both enthusiastic and labile; their pursuit of the professional ideals is mixed with idealism and a sense of impotence; they are both steadfast and wavering in performance of their duty; they practice their profession with both worthy and unworthy motives. This thesis also explores the reasons behind. There are the objective reasons which include the monetarism deeply rooted in market economy, the bias of propaganda, obsolete system of thinking and practice and the negative influences from social realities. There are also subjective causes which include narrow-mindedness, pessimism, distorted values and utilitarianism. Based on the cause analysis, this thesis also put forward a few guidelines in addressing those problems. In the ideological field, we should both ensure the continuity of our policies and keep developing new measures in ideological education; in evaluating the appropriateness of the educational content, we should on the one hand ensure the basic standard in order to make it acceptable to most of people, on the other make attempt to raise the level as much as possible; as to the task of organization and management, both the government and guilds should take an active role; finally, both the method of impregnation and enlightenment should be adopted in the education of professional ethics. In the end of this thesis, the author also proposes concrete steps to solve those problems:firstly, efforts should be made to bring out the potentials of the employees and at the same time improve their ability of self-regulation; secondly, emphasis should be given to the actual result or the effect of the implemented measures and make sure those measures follow the natural moral growth of the employees; then develop appropriate performance appraisal method to track the progress; lastly, improve the supervising system and take the professional ethics into management.
