Systematic instruction of the deaf began in the West since Abbey De L’Eppee in France began in1760to teach the deaf by signs. From then on, the education for the deaf and mute expanded gradually. Years later, Charles. R. Mills and Mrs. Mills started a school for the deaf and mutes in Chefoo, which grafted this kind of education on to this different structure. As a imported-good, the education for the deaf and mute would transform when it cut across diverse spaces. This thesis will restructure its grafting, preaching and spreading, by use of their reports, letters, diaries. It is also necessary to discuss the reason why the education for the deaf and dumb confronted with a dilemma. And then, it will give an unvarnished account of its development from1912-1949, especially from1937-1945. The last section of this paper is to analyze the motives of starting schools for the deaf and mute. Additionally, it seek to reveal the rapid moving of this education barycenter.
