Systematic instruction of the deaf began in the West since Abbey De L’Eppee in France began in1760to teach the deaf by signs. From then on, the education for the deaf and mute expanded gradually. Years later, Charles. R. Mills and Mrs. Mills started a school for the deaf and mutes in Chefoo, which grafted this kind of education on to this different structure.
