The phenomenon,“Dumb & Deaf English”and “Illiterate Chinese”,is common in teaching English or Chinese as a second language. Through the comparative study of English and Chinese, one of the main reasons of the phenomenon is the overlook of the skill and imbalance of the test on performance of students. Therefore, the way of test should be reformed so as to elevate the importance of the skill. From the primary stage of learning English or Chinese, we should help our students aware and value literacy of Chinese and communication of English so as to improve the ability of writing in Chinese and speaking in English. The revelation of teaching Chinese as a foreign language is to constantly strengthen the teaching of Chinese characters; taking example by the domestic language examination mode of examination way; Strengthening the characters of Chinese classroom teaching; Reinforcing the training of reading chinese characters.
