The Supervisor and Limitation to "top leader" has been an import part of civil service management and Cadre Supervision, and an objective demand of the practice of the scientific concept of development. County economy plays a crucial role in our country’s economic and social development. At the end of 2009, the county’s population is about 931 million, accounting for 70.1% of the total population. The GDP of County region reached 15.05 trillion, accounting for 50.05% of total GDP. Revenue for the local county budget is 659.2 billion, accounting for the total local budget revenue 23.01%.The "top leader" plays a vital role in the development of County Economy, the "top leader" is final makers of the major policy decisions, and the main administrator of the decision implementation as well. Therefore, the authority and responsibility of the "top leader" is powerful; to strengthen the supervision and restriction on its power is necessary. It is the requirement of building the socialist democratic politics, the request of prevents corruption and amusement of power and demands of implementing the scientific concept of development.In this paper, selects D County, Shandong Province as a case, through the interviews and questionnaire survey, to research the checks and supervision of design and innovation of the "top leader", to find the problems, and put forward specific measures for improvement. The content of this article is divided into introduction and three parts:The introduction. Through our "top leaders" of corruption case analysis, summarizing the reason and significance of topics; generalizing the literature at home and abroad; listing the main research methods, writing frameworks and innovation.The first part is the theoretical explanation.
