The government who provides public products and public service, its quality plays an important role. Ignoring the public service quality, the government’s legitimacy will gradually lose, and then lose its value of existing eventually. At present, the overall quality of public service in our country is low, which largely influences the people’s evaluation of the government public service, the loss of government public service quality management system is the main reason, Therefore, perfecting our country’s public service quality management system is an important role to promote to construct a service-oriented government and improve the public service quality of important ways.This paper using the PDCA quality circulation principle, which analyzes the gist of establishing and perfecting our country the government’s public service quality management system; the actuality and puzzle dom to establish the government’s public service quality management system, at last promoting a serious of counter measures.The full text is divided into four parts:The first part is introduction, on the basis of expatiating the research background and value of this paper, I sort out the domestic and foreign relevant researches of this paper, and expound the idea and research methods.In the second part, I expatiate the reality of establishing the Chinese government public service quality management system comprehensively. This article from the perspectives of establishing a service-oriented and legal government analyses the important to perfect the government’s public service quality management system; from perspective of the difficulties of social development analyses the urgent to build our quality management system of urgency; then I analyze the feasible to establish and perfect our country public service quality management system from four aspects including theory support, practice soil, legal guarantee and foreign experience.In The third partⅠutilize PDCA cycle theory to analyze the defects and problems of China’s public service quality management system from the quality management duties, organizational resources organization management, quality realization process, quality management cost, quality supervision mode, service quality improvement and quality information feedback.The fourth part is the thought of consummating the government’s public service quality management system. According to the principle of PDCA quality circulation, the author thinks that the government’s public service quality management system operating in a system, This system is divided into two parts, internal system operation effectively in turn accordance with PDCA effective operation; External system is a quality information system for the whole system, which provides information exchange and communication and plays a role as "lubricant".Creating such a rigor, open, continuous improvement system, it is beneficial to promote government departments to improve the quality of public services with the whole heart and provide more comfort and conformity public service product to the people.
