ISO9001 Quality Management System (QMS) is the world’s classic summary of quality management, its design was originally derived from the military industrial enterprises, due to its significant effect in improving organizational efficiency and ensure product quality, etc., then gradually extended to the government and social organizations and other types of social the daily management of the organization. Some of the more advanced countries in the world, regard the implement of QMS in the government as one of the important means in its political reform after the new public management movement. United States, Singapore, Malaysia and other countries, government departments are using this management system in their daily work.Faced with the complexity of China’s current political and economic developments, government officials need to change the ruling thinking and improve its ability. They need a strong set of internal and external controlling tools to further improve the quality of public supervision urgently. In addition, the ISO9001 QMS introduced in this set of government daily management is necessary for the establishment of service-oriented government, updating management concepts and improving relations with the public’s urgent requirements, It will be considered from the perspective of improving public service quality supervision and promote the smooth progress of anti-corruption work. Because of the general applicability of ISO9001 QMS and its successful implement in a wide range of domestic and foreign government management, the author can be expected, this set of management system to establish and implement in our government departments are also feasible. The customer service in ISO9001 QMS, offers the possibility of the establishment of China’s new government relations community as its emphasizing the "process" control method, attention to evaluating and improving the mechanisms of management thinking.Over the years, Chinese scholars made different theoretical and practical research. But from the case of each of positivism, the majority, especially General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China, support the implementation of this management approach in government. For further implementation of this standard, It issued a guidance document "GB/Z 30006-2013 Guideline for the establishment and implementation of quality management systems in government agencies" on October 10,2013.It will manage the international term for the corresponding transformation, combined with China’s government the characteristics of the actual work for government departments to establish ISO9001 QMS that provides a framework of guidelines.Firstly this article explain the concept of ISO9001 QMS theory in the government in order to clarify its connotation It analyzes professional terms that combined with ""GB/Z 30006-2013 Guideline for the establishment and implementation of quality management systems in government agencies" Then, on the implementation of the practice of government agencies were introduced to further explain the theory of ISO9001 QMS operability.
