Researching on the government supplying behavior for rural cultural infrastructures can enhance cultural construction and promote the government’s supply of public goods such as cultural infrastructure ability. Based on the related research achievements at home and abroad, holds realistic attitude and highlight problem consciousness. This thesis studies 8 administrative villages cultural infrastructure government supply situation in X town city Y Shandong province, tries to reveal the current problems of our country rural cultural infrastructure government supply, and based on public choice related theory analyzes the causes, and finally put forward some solution. This paper concludes six parts.The first part introduces the research and analysis of the origin of the meaning and reviews the research situation, proposed research hypotheses and explained research samples. This study from questionnaire survey found:rural culture infrastructure government supplying behavior existed many problems, and proposed f our research hypothesis in this foundation.The second part, defines the relevant concepts, such as the public goods and the concept of rural culture infrastructure and species. Demonstrate the feasibility of using public choice theory to analyze the rural cultural infrastructure government supplying behavior.The third part, points out the current situation of our country countryside cultural infrastructure status of government supply. According to 8 villages’questionnaire and the structure interview summarizes the current rural cultural infrastructure of the government supply is insufficient, inefficiency, and the relative surplus and absolute insufficient problems coexist. This part proves the first assumption.The fourth part, analyses the deep reason of "government failure" in rural cultural infrastructure supplies, then uses public choice related theory (such as officials economic theory, rent-seeking theories, etc.)to analyze its cause. Points out that government agencies’and officials’self-interest and driven by such achievements for the interests are the main causes of rural cultural infrastructure government supply unreasonable. This part verifies the second and the third hypotheses.The fifth part probes solution path of "government failure" in rural cultural infrastructure supplies. This section first puts forward social benefits as base to calculate the government supplies behavior whether reasonable, scientific. Then from limiting government seeking blindly self-interest angle to put forward the corresponding countermeasures. This part verifies the forth assumptions. The sixth part reaffirmed the significance of this research contents, and puts forward the study existence deficiency.This paper innovation reflected in three aspects:perspective, theoretically and solving path. Although at present many scholars had a deep research on rural culture on "public products supply", but the number of relating o rural public cultural infrastructure supplies project research is small, especially from the government supply level only is less. This is the innovation of this perspective. This paper uses analytical paradigm of public choice theory and methodology to analyze the inefficient reason of the government supplies behavior, thus thirst for the government can establish mechanisms to change government supply and this is theoretical innovation. The last innovation point is solution innovation, namely puts forward to putting social benefits into the calculation of the supply of rural cultural infrastructure cost-benefit calculation. The current government in providing rural culture in the process of public goods for costs and benefits of the computing is not rational. It often only considered from the economic efficiency angle of income, thus ignored social benefits calculation. So the government only in providing public goods take the social benefit cost benefit into t calculation can be more reasonable.
