A Study On The Failure Of Public Policy Implementation Of Township Government In Rural Environment Protection

With the development of social and economic, China’s rural environmental protection is becoming increasingly widespread concerned by the government and the community. As the grassroots administrative unit in China, Township government is mainly responsible for the policy implementation. Although the central and local governments have increased the intensity of attention and investment in the rural environmental protection work, the result of policy implementation still can not achieve the desired objectives. This is mainly due to the failure policy implementation of township government. This paper mainly analyzes the failure of policy implementation of township government in the execution of rural environment protection policy. And about the cause analysis of policy implementation failure, it is combined with the four elements of the implementation of public policy including policies, enforcement authorities, the target groups and the execution environment, which are mentioned in the theory of T.B.Smith policy implementation mode. What’s more, in the analysis of enforcement authorities, there is further application of the Street-level Bureaucratic Theory, which mentions that different interests exist in the process of implementation of public policy. I hope to grasp the deep-seated causes of failure, to reduce or even avoid the failure phenomena in the implementation process of the township government in rural environmental protection, to realize a good result of policy implementation.This paper is divided into five chapters with the major elements as followed:The first chapter is to clear the practical significance of this study, on the basis of the existing research to better grasp the ideas and methods of this research.The second chapter of this article is mainly about the basic concept and related theory, which aims to lay the foundation for deeper studies below.The third chapter includes performance of and the reasons for the policy implementation failure of China’s township government in the rural environmental protection which combines the theory of T.B.Smith policy implementation mode and the Street-level Bureaucratic Theory, to realize the effective combination of practice and theory.The fourth chapter introduces abroad experience on environmental protection policy implementation, to summarize its advanced practice, which can provide valuable experience for China in the policy implementation of the township government in rural environmental protection.The fifth chapter puts forward countermeasures for the failure implementation of China’s township government in rural environment protection, which includes ensuring scientific and systematic system of public policy, enhancing policy implementation capacity of the executing agency, mobilizing enthusiasm and initiative of the target groups, improving the environment for the implementation of environmental public policy and innovating public policy implementation mechanisms of township government in rural environment protection.
