In this background, local governments have made a good attempt to innovative public service. The most representative model is "The Purchase of Public Service". County government to purchase public service is constituted by competition, directed commission, contract fulfillment, and decentralized evaluation. This model can meet the "diversity" and "personalized" of public service needs, providing professional, high-quality public services and promoting social equity. The development and construction has achieved initial success. However, due to problems of the shackles of "big sweep" ideology, system construction, the purchase of public service model had difficulties of practice. Relatively, government Public Service Reform in China started late, the purchasing public service is still in the initial trial stage. The academic research not much. Domestic scholars generally research from the perspective of the new public services, the new public management on the purchase of public service. The analysis tools are single, relatively theory behind the development of the practice. In order to better adapt to the requirements of market economy and public services, to improve county government supplying of public services, the problem of developing county government purchase of public service has important theoretical and practical significance.In this thesis, the object of study is "the county government purchase of public service"; the research methods are normative analysis and positive analysis.This thesis consists of seven parts:the first part is the "Introduction". This part focuses on explaining the origin and current situation of the study, the purpose and perspective of the study, the key concepts defined and explained of the study, the research method and the logical structure of the study, and innovation of the study. The second part is "the Embedded Analysis framework of county government purchase of public service:Proposing the problem". Firstly, sum up the background and the mechanism of the model of "Purchase of Public Service"; secondly, the use of embedded analytical framework to analysis the "embedded levels" and the "embedded process" of county governments purchase of public service. The third part is "the analytical model of county government to purchase public service model:the process of embedding", to Enshi "Purchase of Public Service" model for the case. The first step is the embedded mode analysis of "Purchase of Public Service"; followed by proposing the "embedded in the analysis of dimension" of the purchase of public services, designed a embedded analytical model of purchasing public services; finally, proposing the assumptions of county government behavior of purchasing public service.
