Research On The Supplying Modes Of Public Service Based On The Mode Of "Raise Money To Do Things" From Township Governments In Hubei Province

China is a large agricultural country, the quality and the efficiency of public service and products that provided by township governments have profound impacts on the sustainable and stable development of the social economy of the whole country.After abolishing agricultural tax in 2006, the original supplying mode of public service "Raise Money to Pay Man" has got into a difficult situation. The supply of public products and services cannot effectively meet the production and life needs of farmers, thus seriously restricting the rapid development of rural economy. In this case, the provincial government in Hubei seized the opportunity and put forwarded the reforming new ideas of "Raise Money to do Things", which is a trying to construct a new mode to effectively supply public service. The new mode of "Raise Money to Do Things" has been conducted more than ten years in the whole Hubei province, has overcame and solved a lot traditional ills and evils in the supplying mode of public service. However, many new unexpected problems also appeared in the process of operation。This paper mainly through field research and in-depth observation, the method of integrating theory with practice, investigated the real survival state of departments that supplied the rural public service and the specific operation mode, analyzed the problems which has showed in the operation of the new mode of "Raise Money to Do Things", and explored a new path for effectively supply public service. The framework of this paper was mainly divided into six parts:The first part:Introduction. This chapter firstly introduced the research background, the research purpose and the research significance of this study, then introduced the research contents and method of this paper based on literature review, and also defined the basic concepts=The second part:The political reform in Xianan. This part firstly analyzed the reason why put forwarded "Raise Money to Do Things", namely in what kind of situation the district government in Xianan made the reforming decision to put forwarded "Raise Money to Do Things". Next, we also analyzed the relevant system design and reform in the reform process which were aimed at ensuring the smooth implementation, and finally we described reform results of "Raise Money to Do Things" 。The third part:Promote in the whole province. Through the actual investigation and study, study real state of survival and the actual operation situation of "Raise Money to Do Things", combined with the facts, truly described the problems appeared in the promotion process of "Raise Money to Do Things" mode, such as, there was no market subject in the process of the marketization of public service, there appeared severe short-term fault phenomenon in team construction of the rural public service supply, service center staff had short-term thoughts and behaviors, the deepen reform of "Raise Money to Do Things" has met a lot of troubles and showed "resurgence".The fourth part:Reform and resurgence. Combined with the fact of the third part, we deeply analyze the problems emerged in the promote process of "Raise Money to Do Things" mode, guided by the causes of these problems, mainly including the immature condition of the marketization of public service, informing a comprehensive and a coordination situation to promote, lacking participation of farmers in the process of marketization of public service, the unclear nature of the unit, to explain why the reform achievements have not been consolidated but appeared the phenomenon of resurgence.The fifth part:Decide on what path to follow. After the analysis in the fourth part, based on the basis of respecting facts and the profound experience accumulated in the process of practice, this part analysis how to deepen the reform of "Raise Money to Do Things" mode, and explored the effective way of deepening the reform of rural public service supply mode in Hubei province,such as, classification reform, adjust measures to local conditions, not to engage in "one size fits all"; clarify the nature of public service center; optimize the personnel structure of the public service center; apply the personnel appointment system in public service staff and so on, in order to provide constructive suggestions for deepening the reform。The sixth part:Conclusion.
