B2C e-commerce is the emerging business areas started from the1990s of lastcentury. Now in our country, it has experienced nearly two decades of development.B2C e-commerce, namely the transaction between network operators and consumersvia the Internet, is a classical model of e-commerce. Statistics show that China’s B2Ce-commerce is in a stage of rapid development. With the growing popularity of theInternet, more and more consumers will choose the B2C e-commerce to satisfy theirdaily consumption needs such as purchases of books and tickets, etc. E-commercewith its convenience features gradually shows the charm that traditional sales couldnot cover. E-commerce, especially B2C e-commerce has become China’s a newgrowth pole during the economical development. Therefore, from both the macro andmicro analysis, B2C e-commerce is playing an important role in promotingfar-reaching significance during the healthy development of China’s social andeconomical development.At the same time showing the dynamism of its development, some problems thatexist in the B2C e-commerce are the shackles of the development of the particularindustry. Problems existing in the field of B2C e-commerce include: the series ofproblems such as false advertising, over-hyped, complex return and off-sell procedure.The existence of these problems, to some extent, is a strike on the e-consumer’sconfidence. In the field of B2C e-commerce, consumer’s confidence is thecornerstone of the development of this newly born industry. Therefore, firmlyestablish the e-consumers’ confidence is good to the related industries with vigorousand sustainable developments. Starting from the perspective of problem-solving,looking for the "good practices" to address issues related to comparative lawperspective. Throughout the developed countries with B2C e-commerce, governmentsinvariably choose the cooling-off period system to resolve problems In the B2Ce-commerce, in order to protect online consumers and safeguard the development ofrelated industries. The cooling-off period system has witness its development for halfa century. The cooling-off period system can to some extent solve some deficits of the B2C e-commerce.Therefore, I tried my best to research the cooling-off period of the foreign system,seeking to handle the problems in the B2C e-commerce and service issues in order toopen the yoke of bondage in the path of development in the field of consumers andB2C businesses mutual benefits. I also propose to introduce a cooling-off periodsystem built on the basis of the comprehensive system of B2C e-commerce in ourcountry.
