From “Returning to Asia” to “Asia-Pacific rebalancing” proposed in2012, thenew U.S. strategy in Asia gradually came into forth. Facing with the rising of China inthe overall national strength as the representative of the emerging powers inAsia-Pacific region, the Obama administration realized that the United States shouldpromote “pivot to Asia”. However, it is not enough to increase hard-power resourcesalone in Asia, because it has a negative impact on the national interests of the UnitedStates in the region. Therefore, in order to respond effectively to the challenges of thefuture of the Asia-Pacific region, public diplomacy should be adopted as a tool to keepthe so-called "strategic balance" in the region. The United States must also promotethe core values of American democracy in countries of the Asia-Pacific so as toconsolidate and continue to enhance the soft power of the United States in the regionby constructing the Asia-Pacific “collective identity”. This article will focus on thestudy of the U.S. public diplomacy for the implementation of the “Asia-Pacificrebalancing” strategy, and put forward some countermeasures for China to deal withchallenges from the U.S. public diplomacy in theAsia-Pacific region.
