At the beginning of the21st century, diverse forms of new media which are based oninternet technology, with their interactivity, instantaneity and openness has broughtearthshaking changes to the style and effect of international communication. Asregards new media, be they actors or tools of public diplomacy, main paths for themto work upon the U.S. foreign policy today has become more straightforward.Language dominance and technical superiority have become inherent advantage forthe U.S. government to deploy public diplomacy. Equally, the democratization ofinternational relations and power acceptors’ ever rising importance endow everymanwith fine environment to exert influence on the U.S. foreign policy.With this background, transformation of American’s diplomatic concept, foreignaffairs management and its diplomatic practice has served as main expressions of newmedia’s impact on the U.S. foreign policy. However, limitations also take their placesin terms of the challenge that new media bring to government management, extremeideas propagated by extremist, as well as the internet control in many countries. Inthis regard, the article takes Wiki Leaks Event as a case study to explain the abovediscussion. Finally, the author also tries to offer certain suggestion to China’s foreignpolicy in the new media era.
