East Asian Nuclear Safety Cooperation

To continue to use nuclear power is the onlychoice for the rapidly expanding emerging nations to satisfy their energy need andreduce the carbon emissions.Safety of the nuclear power station has received a lot of attention. The influence ofa country’s nuclear catastrophe could be regional even global. Its prevention andmanagement could not be undertaken by any Asian country alone. That’s the biggistdestabilizing factor in the development of Asian nuclear industry.The nuclear construction develops rapidly in Asian. But complex internationalconflicts and absent of trust within the Asian countries gives outside forces chances toinvole into Asian affairs. In the field of nuclear, outside countries could controlAsian country’s nuclear development choice by its economy,political and technicalsuperiority. In this case, it is difficult for Asian countries to maximize national andregional benefit as well as to avoid technical and security risk. Therefore, it isnecessary to establish a regional nuclear safety framework, within which countriescould cooperate with each other to safeguard the operation of nuclear power facilityand to deal with any emergency situation on nuclear safety. Meanwhile, thefore-mentioned political circumstance blocks the establishment of this regime.This article attempts to discuss the possibility to establish an effective regime onnuclear development and safe maintenance in Asia. So as to guarantee Asiancountries’ capability of using nuclear power to promote national welfare, as well asavoid nuclear disaster which could ruin the entire Asia. Because of the importanceof energy industry in the Asia’s industrial structure and demand in the future,thisregime could become one of the forerunners which could be helpful to promote Asian integration, which could help Asia to get rid of the Asian tragedy, and improve Asia’sstatus as a whole in international society.
