Historical Research On Relationship Between The Communist Party Of China And National People’s Congress Since Reform And Opening Up

The communist party of China is our country’s ruling party, and the people’scongress is the organ of state power in our country. The relation between the Partyand the National People’s Congress is the leader and be led, be supervised and thesuperviser. On one hand, through the leadership to the NPC, the party makes theparty’s line, principles and policies to the national will. On the other hand, the NPC isthe organ which the people exercise state power, and hold the power to supervise theruling party.Making regulations on the relation between the Party and the NPC is the core ofthe contemporary Chinese political reform. With the development of economic reform,the reform of political system should also obtain due results. In the new period, weshould strengthen the authority of the NPC as well as adhere to the party’s leadershipon the NPC. The key is to perfectly handle the relation between the party and the NPC,to make regulations on the party’s leading way and leading style toward the NPC, andto stick to the development direction of institutionalization. From the angle of theparty’s literature review, the paper studies the relation between the CCP and the NPCsince reform and opening up. By making the party’s literature review clear andattempting to figure out the relation between the party and the NPC, the thesis findsout some developing characteristics on them.The paper consists of four parts:The first part is an introduction. In this part, the author presents the researchbackground, significance, research status, research methods, and so on.In the second part, from politics, the dissertation starts with the basic theory ofthe party and the representative organ and then defines concepts and relevant theoryon the relation between the party and the NPC. On the basis of the relevant theorybetween the two, the author recalls the development relation between the party andthe NPC from the founding of new China to the reform and opening up.In the third part, through analyzing the party’s literature review from the ThirdPlenary Session of the Eleven Congress of the Party to the Party’s SeventeenthNational People’s Congress, the author attempts to figure out development coursebetween the party and the NPC. The author concludes to the following points. Firstly,the party must be specified in the range of the Constitution and the law. Secondly, theauthor points out that the party’s main leadership towards national affairs is politicalmanagement. Thirdly, the author put forward the basic principles of governing the country according to law. Fourthly, the author put forward the construction ofsocialist political civilization. Lastly, the author put forward that people’s democracyis the life of socialism.In the fourth part, the author proposes some suggestions on how to standardizeand improve the relationship between the party and the NPC. Firstly, Strengtheningthe guide of NPC to the National People’s Congress; Secondly, keep ruling thecountry and governing by the law; Thirdly, strengthening inner-party democracy-building.
