As the ruling party in China, the internal institution construction of the Communist Party has important influence on the country. The Party Congress system is one of the most important institutions of the Communist Party. Within the power system of the party, the National Party Congress is the highest organ and the highest manifestation of inner-party democracy. Chinese fundamental political system is the system of people’s Congress. The National People’s Congress is the highest organ of state power in China, and is the most important carrier of Chinese representative democracy. The National Party Congress and the National People’s Congress is highest of all in their respective power system, so the system which is reasonable and complete greatly affects Chinese political process and the construction of democracy.This paper is divided into five parts. The first part compares the qualification of the representative and the representative of the electing process. The two "Congress" is consisted by a certain number of representatives democratically elected, so the representatives are the main representative of the production process. Whether the representatives are elected democratic decide the democracy of the "congress". The second part compares the two "Congress" conference systems. In order to bring about democracy, the delegates exercise their power through the meeting form. This part compares the two session system, the form of the meeting, the Presidium system and issue review mechanism, points out the similarities and differences between the two "congresses". The third part mainly compares the power of two "Congress":the power of making "law", the power of appointment, supervision power, power to decide important matters. Through the comparison of the above aspects, the author points out the main problems existing in the two "Congress" in the fourth part of the thesis, and analyzes the causes of the problems from the normative level and the practice level. In the fifth part the writer summarizes the whole paper briefly.
