The main social assistance now is derived from the government departments atall levels, showing a serious monotony with a little participation of the private sectorand the third sector, and some of the main social assistance are short of independence,etc. A variety of problems about social assistance subject lead to a severe situation ofour country’s social assistance, for instance, vacancy, dislocation, repetition and so on.What’s more, the social assistance virtually yields to quite a limit scope with poorcontent, low standard, great regional disparity, and it is incompatible with the currenteconomical development, which are plaguing our government. However, the limithuman recourses, poor material and financial capabilities, etc. contribute to theserious insufficiency and deficiency of government performance in the aspect ofsocial assistance in need of other social forces’ involvement and cooperation. In thissense, many countries such as America, Korea, Hong Kong as well as Taiwan District,offer a successful example. The fact that it is essential and feasible for the privatesector and the third sector to engage in the social assistance, which not only cansmooth the pressure out of society, but also can facilitate the social assistance. Inorder to solve the problems of social assistance, this article proposes that it issupposed to emphasize the government’s predominance and cooperate with theprivate sector and the third sector as well. Furthermore, it suggests that the diversifiedsubjects should be involved in the social assistance at the macro-level, and indicatesthat the necessity and feasibility of the involvement of diversified subjects at themicro-level. The study also proposes the specific constructive measures from theaspects of concept, system and mechanism, allowing full play to the great advantageof the engagement of diversified subjects of social assistance and promoting thepromising development of China’s social assistance.
