Study On The Social Assistance System Construction In Gansu Province In The View Of Public Governance

Social assistance is an important policy to alleviate the living pressure of poor people and a significant tool to adjust social contradictions.It is an indispensable part of social security system in our country's and a necessary precondition for the realization of a well-off society.Social assistance plays a role that can not be ignored whether it is for people's life or for the development of our country.At present,China is in a period which is multi-angle,all-round social transition.Although the living standards improved,but the phenomenon of absolute poverty still exists.The development and improvement of social assistance work is still the key to improve the people's livelihood in next period.In our country,the government is usually a versatile government in traditional sense,with a high degree of concentration of power,in charge of all public affairs.With the continuous development of economic and social progress,government is increasingly clumsy.Therefore,the theory of public governance,which advocates the diversification of governance,provides a new way for better management of public affairs.That is,when dealing with public affairs,the government and other subjects are on an equal position.To complete the public affairs through negotiation,cooperation and contraction.Gansu Province is located in the northwest of China,is one of the poorly off provinces in our country.In the province,the number of poor people is large and the poverty is deep.On one hand,solving the problem of living in poverty-stricken areas is a good way to reduce the pressure,on another hand,it is benefit to improve the level of national average,so that a comprehensive well-off society will be build.Based on the theory of public governance,Gansu Province is going to find a new way to develop,so social assistance system would play an important role to develop and enhance.This paper studies the theory of public governance and social assistance of domestic and foreign scholars,draw a conclusion that the theory of public governance can be used to solve the problem of social assistance system construction.Gansu Province as the research object,through analyzes the social assistance contents and the social rescue management system to learn the current social assistance system in Gansu Province.So we can find out the problems in the construction of the social assistance system and take measures to solve the problems.At present,the main problems in the construction of the social assistance system in Gansu Province are the difficulties of “targeting”,the lack of social assistance funds,the lack of sound management mechanism of social assistance,the low efficiency of operation,the low degree of specialization of social assistance services,limit of economic structure.By drawing lessons from the deepening development of social assistance in the United Kingdom,the United States and China's Zhejiang and Shanghai.The basic principle of its follow is the diversification of social assistance,dynamic the standard of rescue,integrate the content of rescue,coordinate the management of social assistance.In order to better build the social assistance system construction in Gansu Province,we should strengthen its economic development ability,enhance the function of “hematopoietic”;establish a diversified system of social capital,advocate multi-subject participation;attach importance to information construction,make full use of management platform of Gansu Province;encourage employment,reduce the number of poor people;strengthen collaboration,innovate the management system of social assistance;perfect the social assistance system of supervision mechanism.
