Research On The Organizational Mechanisms Of Social Assistance Resources

Presently, the economic restructuring and the rapid advancement of social structure reforming inject our state a new vital force and emerge into further social development. At the cost of reform and opening and the periodic transitional society, new social group--the vulnerable groups—has been recognized notability and has been paid more attention.Our state has made great efforts on the social relief problems of the vulnerable groups and has launched labors and resources, however, in fact, there are many defects of supporting the vulnerable groups in our country. Governments does not do well in supporting the vulnerable groups, the amount of funds of social relief is always insufficient while the service of supporting the vulnerable groups does not act well, many idle resources have not obtained the full use, the policy design and the operation that the government "give opportune help" for the vulnerable groups also wait for the consummation. It can be said, in the process of the social relief resources organization, merely depending upon the government is not good, it also needs integrate other society strength collect more resources, provide a more effective service for the vulnerable groups. In this process, third sector, enterprise, community all play the more and more vital role, are going to become the noticeable strength in the social relief resources organization mechanism.Since 1980s, there has been a new important phenomenon about social, policy and economic over the world which is called the development of "Third sector" and its new role besides government or enterprises of participating widely in every social department of human-beings. At present, "Third sector" has already become an important power which shouldn't be ignored of social relief. "Third sector "plays an important role in making up "public welfare vacuum" produced by government, the insufficient resources of social relief supplied by government and the low efficiency of the governmental departments. Therefore, the theories and practice of regarding third sector as the main part of the social relief to support the resources are taken tremendous attention.This paper takes the example of the Dalian "Love Shop", investigating the process of the social relief resources organization mechanism's corpus from government to third sector. The author has understood the gravitating process of the Love shop's development profoundly by visiting and interviewing the related governmental departments and collecting a lot of information. "Love shop" is the carrier of manifesting this shift tendency. Furthermore, the author also collected lots of materials about social relief to discuss the problem, adopted scientific research method which combined the theories and practice together ,attempted to carry the theories study of deep stratification on the social relief resources organization mechanism .The author paid more attention to discuss the Dalian Love Shop's features and the problems which are existing in the operation and tried to study social relief organization system from the angle of the choice of the main relief resources organization. The author suggests to set up a system which takes third sector for the principal part , bases on community, depends on the function of government, enterprise and individual and assembles all kinds of relief resources to help the vulnerable groups.
