The Study Of The Interaction Between The Government And The Third Sector In The Field Of Social Assistance

As the last safety net of social security system, social assistance plays a vital role in realizing social fairness, maintaining social harmony and stability. Government and the third sector are two main bodies of social assistance, their collaboration can improve the quality and level of social assistance, and format a good governance situation. In developed countries, developing a cooperative relationship between the government and the third sector is an important way to promote the development of social assistance. And these countries have achieved good practical results. In contrast, Chinese government and the third sector just carry out some simple cooperations, and the processes are lack of institutionalization, both of them have not yet fully exerted their function, and the long-term, stable and multi-dimensional Interactive mechanisms have not been formed. Therefore, in order to integrate the resources of the government and the third sector and improve the supply system of social assistance service, it is necessary to explore ways to promote their interaction in the field of social assistance.This paper research on the issue in the following parts:Firstly, it elaborates the background and significance of this research and presents the research idea of this paper, which is based on the summary of the correlated studies both at home and abroad. It also summarizes the characteristics and innovation as well as the research idea and methods of this paper. Secondly, as a starting point, the paper analyzes the basic theory, defines the core concepts of this paper, analyzes government failure theory and contract failure theory, third-party management theory, governance theory and the theory of welfare pluralism, which is the interaction theory about government and third-party organization in the field of social assistance. It also discusses the value of the interaction between the government and the third sector in the field of social assistance. Thirdly, this paper sorts out a review of changes of the relationship between the government and the third sector. On this basis, summarizes the present situation of the interaction between government and the third sector of our country, and sum up four kinds of interactive mode as Government-Project-Third Sector, Government-Decision-Third Sector, Government-Capacity Building-Third Sector, Government-Supervision-Third Sector. Again, this paper analyzes the problems of the interactive activities between the government and the third sector and the causes of these problems. Next, it sums up the useful overseas experiences after surveying the cooperation between the government and the third sector of Britain, Germany and the United States, Finally, put forward some key strategies to promote the cooperation between Chinese government and the third sector in the field of social assistance, these strategies are:clearly defining the functions of the government and the third sector, enhancing their awareness of co-governance, reforming the administrative system, improving the capacity of the third sector and establishing interactive mechanisms between the two from the four dimensions.
