Research On Executive Security Of The Central Government Major People’s Livelihood Policy

Livelihood issues are related to the welfare and wellbeing of the masses. Whether livelihoodissues have been solved properly concerns social harmony and stability as well as the long termstability of the country, and also decids the consolidation of the ruling status. The solution of thelivelihood problem depends on the effective implementation of major livelihood policy. At present,several problems such as system, responsibility, supervision, assessment block the effectiveimplementation of major livelihood policy. To removing the executive obstacles of people’s livelihoodpolicy, establishing and perfecting people’s livelihood policy execution security system is necessary. Itneeds completing the information communication mechanism of the implementation of the localgovernment’s policy, expanding citizen participation in policy setting and giving full play to the roleof system of hearing.It needs perfecting the authority distribution system of the central and localgovernments as well as government departments, strengthening education to the policy implementersand perfecting administration accountability system.It needs enhancing the transparency of the policyimplementation, ensuring the independent status of special supervisory institutions and strengtheningthe supervisory function of state authority. It needs to implement and improve the social supervisionsystem. It also needs to establish the evaluation standard system of policy implementation andoptimize the evaluation of policy execution.The development of the people’s livelihood utilitydepends on whether the people’s livelihood policy could be executed effectively, which is thenecessary conditions of constructing harmonious society and is the core link in the process ofmodernization of the administrative management. Therefore, strengthening the research on executivesecurity of people’s livelihood policy has important theoretical and practical significance in theprocess of building socialist modernization.
