With the rapid development of computer, it quickly turned into information societydepends on information technology and information industry。The E-commerce steppedinto this world by means of booming Internet technology,and the information industryof Internet which be presented by E-commerce has created many commercial miraclesthat traditional business can not realize.As an earliest model of E-commerce,B2Cprovides consumers with a completely new shopping style-online shopping。By thisway,consumers can finish shopping process on Internet。The transaction risk riseaccordingly since consumers’ personal information will be at risk of be leaking outduring B2C transaction process while this model revolutionize transaction style oftraditional business.The consumers’personal information is one of the most valuable resource fordevelopment of E-Commerce. The key factors of E-Commerce development is nottechnology,but the condition which be provided by law and shopping environment.Protecting consumers’personal information by making laws and enhancingconsumers’trust will guard consumer’s rights and decide future of E-commerce.This article takes the problems of consumers’personal information protection asstudy object,and try to makes suggestion for consumers of B2C transaction fromperspective of law based on overview the guidelines of some internationalorganizations and the law and regulations of our country.Apart from the introduction and summary,this article includes four parts:Part one firstly introduces features of B2C model,then refers to features ofconsumers’personal information of B2C transaction,analyses the present condition ofprotection for consumers’personal information and inadequacies, explains necessity ofprotection by mean of law for consumers’personal information of B2C transaction gofurther.Part two demonstrates types of tort to consumers’personal information of B2Cmodel,and how to define the illegality during B2C transaction.Part three lists tort liabilities in filed of civil law﹑administrative law and criminallaw, and defines condition of exception of illegality under B2C environment.Part four focuses on feasible suggestion for protection measures.Firstly improvesthe present legal provisions by adding “Right Of Personal Information”;Secondly makes law for protection of personal information;Thirdly makes regulations for protectionespecially for consumers under B2C model;Finally defines specific terms during B2Ctransaction and suggests including the “Privacy Policy”of B2C web in scope ofadministrative supervision.
