To Research The Public Policy Of Cracking Social Class Solidification

Reform and opening up,as a watershed in the evolution of the social class in our country,it broke the social status of two classes and one class.The reform and opening up not only differentiated the working class,the peasantry and the knowledge class,but also created the new social class.The development of market economy has intensified social class differentiation,some people conform to the trend of historical development and success of the ranks of the "rich generation",and the remaining part of the failed to seize market opportunities,are far behind him,become real "poor generation".Transformation of Chinese society,more and more concerned with economic growth,so as to ignore the growing gap between social classes,until today,the "rich second generation" and "poor second generation",just let us realize that social mobility is blocked,social class curing serious problems.Crack social class curing,ensure that all levels between the normal flow of,is facing a big issue during the period of social transformation in our country,it is related to the development of the socialist market economy,is related to the construction of socialist democratic politics,is related to the socialism of hundreds of millions of people happy.As is known to all,there are many reasons lead to social class curing and crack social class curing method is varied,different from the Angle of sociology,political science,discusses the problems of social class curing,this article is based on the perspective of public policy to study.Using the literature research method to form a scientific understanding of social stratum cure problem,the concept of social stratum solidification is defined by means of conceptual analysis.By using comparative study,we explore which public policies of the government accelerate or slow the process of social stratification.This paper argues that,since reform and opening up,the country's public policy to a certain extent,make our country's political,economic,social,and so on various aspects have achieved leap-forward development,but some of the implementation of public policy has failed to realize the fair treatment of all citizens,especially serious damage to the underlying people's immediate interests,to make them share the fruits of reform and development.This is not the "Chinese dream"we are pursuing,but also contrary to socialist ideals.Therefore,this article analyzes the present situation of social class curing,summarizes the reasons of public policy,social class curing including other development policy,urban and rural distribution and redistribution policy is not reasonable,the degree of democratization of public policy is not high,the unfair education policy,imperfect social security policy.Then,through the analysis of the public policy of foreign solidification cracking social classes,learn from them and experience for reference,put forward the solidification cracking social classes of public policy,including the use of positive public policy,break the urban and rural dual structure;To perfect the income distribution policy,realize benign class differentiation and social mobility;Guarantee citizens' rights of the vulnerable group,and implement public policy represents the interests of the people;We will deepen reform of the education policy,realize the education fair;Build effective social security policy,to protect vulnerable groups,etc.,hope that the implementation of these policies,can make the whole society to realize the "almighty,came under the"social mobility mechanism,can all citizens regardless of origin,no relationship,do not enter through the back door,through their own efforts to the development of equality.
