The period of The Communist Party China in Yan’an is a specific historical concept.It is a historical community name: from that the Party Central Committee leading the redarmy arriving in Wu Qi Town in October19,1935, to that the Central Committee ofCommunist Party of China leaving in March23,1948, nearly13years of history. Theperiod of Yan’an spans the period of land revolution war, the Anti-Japanese War and theliberation war, including the end of the land revolution war, the Anti-Japanese War andthe liberation war period.The talent powering nation strategy is the important task of national long-termdevelopment strategy. During the Yan’an period, the Party Central Committee in the verydifficult environmental condition, in the case of very formidable task, published a seriesof specific measures about personnel training, the introduction, education and the use.The Party Central Committee carried out the overall talent strategy focusing on themilitary talents, basing on the education personnel training strategy, to achieve theultimate ruling. The Implementation of these strategies has greatly promoted the victoryof the Anti-Japanese War and the establishment of new china.This paper use the method of comparative analysis, literature research, case studyand use history, sociology, management, administration knowledge. This article tries toobjectively reflect the period of Yan’an talent strategy development and change of thebasic facts. The full text is divided into four parts: the first part is the introduction, thispart presents the significance and conception of research, summarizes the currentresearch of the Yan’an period, and this concept defining; The second part mainly studiesthe formation, development, contents and main characteristics of Yan’an Party’s talentstrategy. The period of Yan’an talent strategy development is divided into three stages:the war of Anti-Japanese War, the end of the war of Anti-Japanese War to the initial period of the liberation war and the war of liberation, and analyzes the strategic contentof every stage. This part summarizes six characteristics of the talent strategy of Yan’anperiod: distinct party spirit principle, wartime nature, global idea, international vision,preferential policies and open hearts. The third part summarizes the achievement andbasic experience of Yan’an talent strategy; the fourth part is the summary of Yan’an talentstrategy significance.The Central Committee of the Communist Party of China issued a series of specificmeasures on training, introduction and use of talents during Yan’an period when theliving condition was very difficult and the war was rather arduous. For achieving theultimate objective of liberating the whole China, the Central Committee implemented acomprehensive human resources strategy focusing on the military personnel as well as atalents training strategy on the basis of education. These strategies fully embody thedistinctive principle of party, the necessity of wartime, holistic perspective, friendlypolicy and open mind on talents using. These long-term strategies are featured byguarantee of talents’ welfare and national unity as a central theme. The talents strategiesmust be greatly emphasized, made in appropriate ways, conducted effectively with clearaims and effective organization, because they play a significant role in reality such asconfirming the political orientation, adhering to the service line around the center, theemployment mechanism of specific position with right people and the principle of talentsin priority. From the perspective of talents construction, the thesis analyses the producing,development, effectiveness and significances of talents strategies conducted duringYan’an period. The writer hopes that the thesis can provide enlightenment for the presentimplementation of the strategy of reinvigorating China through human resourcedevelopment.
