Since the ancient times there have been understandings about the management ofa state. The deepening of these understandings is proved by evidences from the firstdiscussions about the issue of poleis by Greek philosophers, to the development andenrichment of state management theories by modern western philosophy. Throughouthistory, numerous philosophers and thinkers have presented their own understandingsand theories about state management. On the basis of modern liberal and rationaltheories about state management, Marx and Engels approached state management froma different angle and truly disclosed the mystery. Marx and Engels’s state managementtheory is different from the previous philosophers’, for they stood on the height ofhistorical materialism and departed from a critique of perfectly rational statemanagement. They stressed that state itself is a historical development process ofcertain social classes and, based on this, pointed out that the goal for the futurecommunist society is to realize the liberation and free, all-round development ofhuman beings. Marx and Engels’ theory not only makes a great contribution to theideological and theoretic academia but also points out the direction for thedevelopment of future society. At the same time, Marx and Engels’s state managementtheory is leading the way for our construction of socialism with Chinese characteristicsand is providing theoretic directions for us to solve various problems in ourconstruction.This dissertation studies Marx and Engels’s state management theorysystematically and completely, through a close examination of documents and textsand a combination of theory and practice. It consists of four parts besides anintroduction.The first part is the origin and formation of Marx and Engels’s state managementtheory. It mainly explains the conceptions about the state management of the Greekthinkers before Marx and the modern western thinkers. It also explains the formingprocess of Marx and Engels’s state management theory. The second part is a brief introduction of Marx and Engels’s state managementtheory and their critique of the modern bourgeois state management theories. On theone hand, a brief introduction of Marx and Engels’s state management theory isprovided, including the state management function, the state management principlesand the goals for state management. On the other hand, Marx and Engels’s critique ofthe modern bourgeois state management theories is presented, including critique ofpolitical, economical and cultural management.The third part is Marx and Engels’s prospects of future society. It elaborates onthe proletarian state management theory and Marx and Engels’s basic preconceptionsof future social management and the basic principles and goals of future socialmanagement.The fourth part is the contemporary value of Marx and Engels’s statemanagement theory. Based on a sound understanding of Marx and Engels’s statemanagement theory and taking into consideration the reality of contemporary capitalistsocieties and our socialist construction, it deeply discusses the strong vitality of Marxand Engels’s state management theory and the great push the theory has on socialdevelopment. Marx and Engels’s state management theory is highly instructivewhether to the transformation of capitalist societies or to our construction of aharmonious socialism. As a result, we should always hold Marx and Engels’s statemanagement theory as instructions and persist with people-orientedness andconstructing a harmonious society where politics, economy and culture develop all-roundly and proportionately.
