| The placement of retired military officers is not only an important national defensepolicy, but also a core subject of national social security system. It’s not only a simplequestion that will influence the retired officers’ lives--whether they can successfullyreturn to the society to live a normal life, it will also influence the stability anddevelopment of the Party, the state and the military. January25,2001the CPC CentralCommittee, the State Council, and the Central Military Commission jointly promulgated"the Interim Measures on the Placement of Demobilized Military Cadres"(hereinafterreferred to as the "Interim Measures"), which states the planned distribution as the mainway of the retired military officers’ placement, and independent choosing careers as thesupplement. Let the retired officers choose the occupations themselves can increase theflexibility of the employment of retired officers, and reduce the pressure on thegovernment.With the deepening reform in political, economic and military fields, the retiredofficers’ placement policies--the planned distribution as the main way and independentchoosing careers as the supplement meet the unprecedented challenges. Some newproblems such as unwilling receiving units, unsatisfied retired military officers, andunsecured independent choosing careers result in the Three No dilemma. Retired officersbecome to be the "burden" of society from the most lovable people."Three No" dilemmaserious blocks the reform of the local administrative system, and affects the talent supplyand demand balance in China’s military transformation in the new era. Besides, someretired officers’ petitions also caused a serious negative impact on society and the armedforces, even become a new source of social unrest.Due to the reality and urgency of the retired officers’ placement work, this paperdeeply analyzes the problem stream, policy stream and political stream occurred in theretired officers’ placement with documents, comparison, interviews, policy analysis andmulti--ways shunt theoretical analysis tool; reveals defects and shortcomings in theInterim Measures; and puts forward the ideal and transition model of retired militaryofficers’ placement policies based on the reality and long-term view and successfulexperiences of abroad. Besides, suggestions to solve the current problem of placement are also raised in the paper: firstly, reconstitute the current placement mode and establisha suitable mode for Chinese basic condition, namely change "leading by plannedallocation, complementary by independent careers" mode to "choosing is dominant,planned allocation is complementary" mode; secondly, under the transitionalresettlement condition, making policy support system perfect as soon as possible, at thesame time, strengthening the construction of objective condition of retired officer’splacement policy, and improving retired officer placement policy environment. Make thepolicy but not the administrative order as the regulate level of placement path selection,and attract retired officers to join into the independent sky spontaneously. |
