The Retired Officer System Research In China

People’s Liberation Army of China has currently adopted Planned Repositioning Program as a major way to reposition its retired army officers, which has brought with it increasing problems. It is urgent to reform it.This dissertation provides a detailed analysis of the present policies and situation concerning repositioning Chinese retired army officers with the research methodology of literature review, interview and comparison. It reveals the conflicts arising from the repositioning policies and restructure of government institutions, reform of public organizations, restructure of state-owned enterprises and analyzes the dilemmas of present repositioning policies. Suggestions are offered regarding repositioning the retired army officers by introducing and analyzing the policies about repositioning retired army officers in the military powers, such as America, Russia, Germany and France.Neither the program of repositioning the retired army officers mainly by administrative intervention and planned repositioning nor that oriented by market, abolishing the present program is desirable in quite a long time. It proposes that the program of planned repositioning retired army officers will be stopped as a result of gradual cut in the number of retired army officers by planned repositioning on one hand and increase in the number of retired army officers who will find jobs on their own on the other hand. Major measures will be taken as follows:Select excellent potential army officers. Professionalize army officers by prolonging the term of service and cutting the number of in-service army officers. Increase the number of retired army officers who will find jobs on their own by improving their economic condition. Make improvements on training the in-service army officers to make them more competitive. Establish an institution for the retired army officers to guarantee their benefits.
