The Analysis On Care Services Network Model For People With Disabilities

China has more than8300million people with disabilities, mental, spiritual, andvarious types of severe disabilities. Most of them rely on relatives to support, and needslong-term and special care. Their basic needs get the lack of effective protection, theirfamily exposed to high mental pressure and economic burden. We must solve theseproblems as soon as possible. Care services for disabled people have begun since2007,through the continuous development of the “Eleventh Five-Year” period, but there arestill many problems. Based on the new public service theory, the social support networktheory and network governance theory, and combined with the actual situation ofChina’s political, economic, social, we supposed to provide a new model of care for thedisabled in China to raise the establishment and development of the service system.Proceed from the interests of the disabled, and in order to better meet the needs andbasic rights of disabled persons, in order to resolve the existing problems, we try tobuild the care services network model for people with disabilities.The first part is introduction. Mainly analyze the research background andsignificance. Meanwhile comb the research results about care services for disabledpeople and find out the shortages of the research, which builds the foundation of thefollowing research.The second part, back through the origin of the care service for disabled, to definethe care service for people with disabilities and care institutions, tries to foster servicesdisabled people in China’s policies and regulations. Use the new public service theory,the social support network theory and network governance theory as the theoreticalbasis in this paper.The third part, introduces the care services for disabled people in China servicesurvey, analysis and comparison with family’s care and institution’s care, analyzes themain form of care institutions, care services model and indentify their advantages anddisadvantages, introduced the typical form for care services, also summarizes theachievement that care services already got.The fourth part, according to present condition of the care services for disabledpeople in China and the various data which provided by China Disabled Persons’Federation, define the existing problems which care services for disabled people inChina has got: capital insufficiency, the contradiction between supply and demand is prominent, the charges and foster institutions for disabled persons in contradiction to thefamily spins, unbalanced development, hardware and software construction, serviceconcept behind lag behind, etc.The fifth part, on the analysis on the current situation and existing problems forcare services for disabled people in China, take the new public service theory, the socialsupport network theory and network governance theory as the guide, try to build careservice network model for people with disabilities, indentify the concept andcharacteristics, strive to build the care services network model for people withdisabilities that construct with Chinese characteristics, oriented by the market, directlyguide by China Disabled Persons’ Federation, the disabled social organizations andfamilies of disabled undertake the responsibility, enterprises and institutions, socialmembers actively participate in "personal, family, society, government" equality, mutualcooperation of new foster disabled service mode.
