In recent years,with the development of economic society and With the continuous improvement of the living standards of Chinese people’s.The public is getting more and more concerned to the development of the people with disabilities and people with disabilities to work.The purpose of disabled care support services is to alleviate the economic burden of people with disabilities and their families,improve self-care ability,equal participation in social life.It has become an important part of protecting and improving the livelihood to the people with disabilities.At present,there are many difficulties for disabled care support services in Guiyang.It has affected the social harmony and stability and the pace of building a well-off society in an all-round way.How to develop the support services for the people with disabilities is a difficult problem for Guiyang.This paper is based on the current situation of the disabled care support services in Guiyang.Combined with the relevant laws and regulations,policy research and countermeasures of disabled care support services in China.Learn from domestic related research methods of disabled people’s support services.Using literature research,field visits,case analysis and so on.From the perspective of new public service theory,collaborative governance theory and social support network theory,Participatory observation was carried out on the disabled care service in Guiyang.At the same time,according to the implementation of the project of "Sunshine Home plan" in Guiyang and the construction situation the of disabled care support service center that built by the disabled peoples’ Federation,Analysis is made from five aspects: supply and demand,policy support,system guarantee,business level and operation mode.the reasons for restricting the development of the disabled care support service in Guiyang are analyzed:Insufficient attention has been paid to disabled care support service,inadequate publicity for disabled care support service,and families unable to bear the cost of disabled care support service.Combined with the actual situation in Guiyang,the paper puts forward solutions to increase supply,improve investment mechanism,perfect policy system,perfect personnel team and explore operation mode.And strive to provide countermeasures and suggestions for the disabled care support service in Guiyang.
