A Comparative Study Between China And Russia, China And Kazakhstan Energy Cooperation

In China’s international energy cooperation, the neighbor countries, Russia from north-east and Kazakhstan from north-west are in rich of resources of energy. Russia and Kazakhstan both carry out the diversification for their foreign energy policy and hope to be prosperous depending on energy export. On the other hand, Chinese economic development needs a heavy demand on energy. At present, the growing potential of oil output in China is narrow. China’s oil import dependent degree highly increase and its main source of oil and the means of transportation are single. So China needs to develop new sources of oil and new partner. Regarding to the diversification for Chinese foreign energy policy, China Geo-politically has the natural collaborative advantage with Russia and Kazakhstan.On the other hand, the energy cooperation between China and Russia demonstrates different characteristics and modes, instabitily and indeterminacy in China-Russia energy cooperation and relative smooth going in China-Kazakhstan energy cooperation.For China, there is more initiative in China-Kazakhstan energy cooperation. On the contrary, it is generally at Russia’s initiative for China-Russia energy cooperation. For Kazakhstan, it exports its energy more to more countries, more advantageous and safe to itself. While for Russia, it sees its energy policy as a tool to get political profit of them. Russia mixes its energy policy with its political behavior together.This paper tries to generalize the difference between China and Russia and Kazakhstan energy cooperation according to comparative study. This paper also tries to summarize and analyze the characteristic and tendency of China’s energy cooperation with other different countries so as to provide guidance and advice to China’s international energy cooperation.
