Analysis Of China's Energy Diplomacy In Kazakhstan

After the energy crisis had arisen at the end of 70s, energy problem has become one of important sensitive factors affecting international relations. Energy diplomacy became an important work in diplomacy field for many countries. Especially the biggest energy consumed countries. They sought energies by energy diplomacy all over the world, in order to guarantee the increase on economic.China carried out the economic reform in 1978, after then, China's economic increased quickly. Energy resources are in great supply. Since 1993 China has been an importer of oil and gas. Nowadays, China is the second consumer of energy in the world, seeking overseas energy became an important task.Kazakhstan owns large reserves of energy resources. Approximately one-fifth of world uranium reserves are deposited in Kazakhstan. And has common border with China. Thus it is a good choice for China to import energy form Kazakhstan. The energy cooperation on a large scale between China and Kazakhstan began in 1997. Impelled by government, companies and peoples, energy cooperation has been developing constantly.In the new century, the energy cooperation between China and Kazakhstan develop quickly, until now, much joint enterprise had been carried out. At the same times, China meets challenges from American, Russia, Europe-Union and Japan. It is an important energy diplomacy task for us to analyze the energy diplomacy struggle between American, Russia, Europe-Union, Japan and China, and resolve this problem.Based on studying by others, in this paper, I analyzed the energy cooperation between China and Kazakhstan, given some advices about how to resolve the problem faced in energy cooperation and proposed my own opinions.The paper has three parts. First, from energy policy and diplomacy policy angles, analyzed the energy policy of China and Kazakhstan. Second, China is gradually involved into Kazakhstan for exploration and cooperation in terms of energy resources, and be faced with different kinds of challenges. China must make them realized mutual-benefit and win-win with each other. Finally, I tried my best to analyze the energy cooperation between China and Kazakhstan in future.
