Shanghai cooperation organization (the SCO) had been established for ten yearsby the year of2011. For a new type of regional cooperation organization, it was ashort but fruitful period. During that period, the area of cooperation spread out fromregional security to a wide range of areas like economy, education and culture. Nowthe experts and scholars mostly focus on pursuing its further development and seekingfor new driving forces. Thus economy cooperation as one of the most important twodriving factors during the development of the organization is now playing anincreasingly important role amongst which energy cooperation has the vastdevelopment potential.To develop energy cooperation, member countries have both natural and politicalconditions. Furthermore, since its establishment energy cooperation has maderemarkable achievements. However, there are still some problems due to the complexpolitical and economic environment at home and abroad. The most important task tohence energy cooperation is to deepen mutual cooperation and develop multilateralcooperation.Besides, as China enters the12thFive-Year Plan, the major target and task is torealize energy import from various ways and to secure national energy security whichare also necessary to secure a stable and relatively fast economic growth. So topromote energy cooperation between the SCO members is strategic for our peacefuldevelopment.
