International Non-Governmental Organization (INGO) is not the hottest topic for worldpolitics, but there is no getting away from the fact that it plays an increasingly important role ininternational relations. After the Soviet Union’s collapse and disintegration, the world moved inthe direction towards multi-polarization and the overall level of economic globalization hasstrengthened; democratization of international relations has advanced step by step in every country,and captured the hearts of each nation. Against this background, INGO has stepped from behindthe curtain and stood upon the platform, and has became a strengthened nation actor, which is noless than intergovernmental organization, or nation-state. In the process of economic globalization,INGO provides not only the theory of globally value, but also support for legitimacy ofinternational organizations, lays the platform for against sovereign-nation-central theory. Themultiple roles and positions make INGO have more power to speech in environmental protection,economic, politics, human rights and wealth inequality.With the increasing interactions between NGOs and other international actors, and thegrowing influences of NGO in globalization. China, should make correct choices based onrealistic global situation, strengthen the supervision and cooperation, pursue self development forlocal NGOs to be able to make voices for national interest, reinforce connections withInternational NGOs of developed and other developing countries, and actively participate inChina’s socialist construction. Hence deepening the reform, enhancing the position and improvingthe influences in international relations, and then be capable of draw on advantages and avoiddisadvantages when facing international issues like financial crisis.Therefore, this paper firstly introduces the formation, development and current situation ofthe International Non-Governmental Organization, which is the basis and precondition for thefollowing discussion. And then presents the conception and characteristics of NGO, detailedanalyses the independence, civilian, and voluntary of NGO against governmental organization.The second part of this paper introduces the different operation modes of NGO in internationalcommunity. The activities of NGOs have expanded all over the world, from economic cooperationto cultural exchange, NGOs have also developed a set of different action modes for differentinternational issues, according to the nature of issue, technological means, and operating strategies.The third part then discusses the dual characters of NGOs in international politics based on theiroperation modes. The influences of NGOs on international relations have both sides: positive sideand negative side. From positive perspective, NGOs enrich the international actors, promotes thedemocratization, make great contributions to international cooperation, environmental protection and poverty alleviation, on the other side, NGOs inevitably involves in and Interferes othercountries’ internal affairs, due to different ideology background. Based on the above analysis, thelast section points out the activities that need to be taken to adjust the corresponding policies, andtake active and positive attitudes in order to better introducing and supervising INGOs in China,constructing socialist democracy, improving international position, and be able to make strong andpowerful voice in international affairs.
