After the Second World War, the United Nations, as an international organization, established in 1945. To safeguard world peace, the United Nations set up offices in some important areas of the world after the war. For example, the United Nations has set up offices as the UN commission on the far east business institutions in Shanghai in 1946. United Nations economic and social council(ECOSOC) set up a brunch office, Asia and the far east economic and social council(referred to as the ECOSOC) in Shanghai, as the UN ECOSOC in charge of Asia and the Pacific economic institution and social affairs. There are ten UN agencies set up branch offices in Shanghai after the war, and later their offices gathered on one building, commonly known as "the United Nations building”. China, as a permanent member on the UN Security Council at that time, have right to speak in the treatment of the post-war Asia and the Pacific. During the Second World War, China, as one of battlefield in Asia, have been destroyed seriously, and people failed to live and everything being re-built. Start-up phase at the United Nations, Shanghai is a city having the important status of the world. However, after new China was founded, it moved to Beijing. Gradually the United Nations building is being forgotten by people, and academia also ignores this period of history. So few people have researched this subject. The intention of the project is to restore the UN history, which is Shanghai office on behalf of a group of the history of the United Nations agencies in Shanghai, and to fill the blank for the United Nations start-up period of the relevant research. The project is to research Shanghai important status and role in international affairs at that time, and make to Shanghai this glorious history into the public’s eye. In addition, the 70 th anniversary of the founding of the United Nations held in past 2015. The article makes people who want to know the United Nations more real, detailed understand the United Nations, China, even Shanghai in this period of history.In the first chapter this paper is to introduce the current study situation, and analyze the emphasis and difficulty. Because this period history was neglected for a long time, the related researches are lacked. So study in-depth will became more difficult in the paper. The second chapter is to introduce background at that time, that is to say, the status of the far-east and the reconstruction of the far east, which lead to the start-up of the United Nations, as well as the United Nations set up the special rehabilitation aid agency in Shanghai. In the third chapter, this part is from the economic, social, refugee, children’s aspects to introduce the United Nations agencies and the United Nations aid agencies. The fourth chapter summarizes the characteristics of the relief work part of the United Nations agency, namely, urgent, long, principled, international. In the fifth Chapter v, the United Nations agency based in Shanghai part of the rescue work is evaluated, and these rescue work has positive influence on the development of Shanghai.
