With the advancing of China’s urbanization and industrialization in recent years, lessdeveloped regions shall make a progressive development at a faster pace for a relatively longtime. On the other hand, the increasing occupation of land as a basic feature is prevailingtrend. The increasing number of peasants who lost their land due to land expropriation andtheir suffering from a loss of their benefits has become a bottleneck that hinders our socialand economic development. As settlement of landless peasants is a complicated systematicproject, how to find a solution to ensure and promote the wellbeing of peasants lost theirproduction materials by means of seeking a balance of demand and supply among government,landless peasants and other parties is an important and pressing issue encountered bygovernments at different level. It has a fundamental significance to make an exploration andfind ways to secure their subsistence and sustainable development of landless peasants, and todetermine the mode of settling peasants whose land has been expropriated considering thatland functions as both production materials and social security for peasants. This contributesto social stability and harmony.Firstly, as per various extents to which peasants depend on the land, landless peasantsfall into three types, that is, pure peasant household, part-time household and non-peasanthousehold. At present, there are eight ways to settle landless peasants, that is, landlesspeasants shall be settled by means of currency, recruitment, social insurance, staying inagriculture, being a shareholder, land returning, immigration, centralized development.Settlement of landless peasants in less developed regions shows their own uniquecharacteristics.Secondly, notable progress in settling landless peasants has been made by HeZe citygovernment while some noticeable shortcomings and drawbacks immerge. There arecomplicated reasons and factors of different types behind settlement of landless peasants inHeZe city. Since it is a daunting task to take sufficient and effective measures to protect theirlegitimate rights and benefits, both actions on a short time basis and long-term fundamentalpolicies shall be taken to tackle such problem.Thirdly, what happened to settlement of landless peasants has indicates that benefits oflandless peasants would not be ensured without engagement of governments because their focuses on effective policies and feasible measures shall play a great role and further makepractical achievements. With regard to settlement of landless peasants, focus shall be placedon the long-term development instead of just making a temporary choice of policy for thecomparatively short-term growth. From the actual conditions in HeZe city, great efforts shallbe made to achieve breakthroughs in building their capacity to sustainable development oflandless peasants and establishment and development of social security system as are morevital than the compensation for land expropriated.Finally, such general problems immerged in ensuring the benefits of landless peasantsare shared by less developed regions national wide. Moreover, some problems andimperfections are the accumulated results of contradictions existed in the old system whilemore others are caused by imperfect economic system in the new system. This is unavoidablein economic and social reform and development and shall be resolved through further reformand development.
