The Study On The Development Of The Plight Of Landless Peasants In Jinyun County And Its Governance

With the rapid development of China's urbanization and industrialization,as well as many countries in the world,China is also faced with a large number of agricultural land into non-agricultural construction land use problems,the contradiction between supply and demand of land resources has become increasingly prominent,therefore more and more farmers are forced to leave the land to cities have become landless farmers,landless peasants.Highly vulnerable groups has become a concern of many experts and government.The sustainable development of land lost farmers directly restricts the overall development of economy and society in a country or region.How to further solve the problem of landless peasants has become the focus of attention of the government and the community,and has become a difficult problem in agriculture,rural areas and farmers.In this paper,through literature review and research development caused by the livelihood of landless farmers sort out the relevant theory and experience,and according to the new Bi Jinyun County Industrial Park of Lishui city farmer field survey,in-depth analysis on the problem of landless farmers after employment,income,social security and state of mind,the landless peasants now faced with the overall decline in the standard of living,the employment situation is grim,children's education problems,it is difficult to integrate into the city,lack of social security and other obstacles.Then it analyzes the root causes of these problems from the aspects of the land expropriation compensation system,the drawbacks of the rural land transfer system,the improper resettlement measures,the backward rural culture and the lack of security policies.Finally,combining with the current situation of landless peasants development dilemma,respectively from the system of land requisition system and land transfer system,land expropriation compensation system,the social security system of landless peasants and its several aspects put forward constructive suggestions,for the new Bi Jinyun County Industrial Park in Lishui city of Zhejiang province landless farmers and other development similar to the county to improve the landless peasants dilemma suggestions.The study of this paper can not only improve the quality of life of landless peasants to a certain extent,but also an effective way to promote social harmony and stability.
