As a newly-born government management mechanism, TargetResponsibility System (hereafter TRS) is one of the important meansof current local government performance evaluation (henceforth PE).Being a crucial tool for the assessment and improvement of localgovernment performance, the PE in local government draws moreattention for the modern public management study as an advancedsubject. The PE in local government is a system which consists of themain body, the evaluation index, evaluation procedures, andevaluation methods and so on, during which, building the scientificevaluation system is the key factor and the main difficulty. At thepresent stage, there are some problems during this process due to theinitial phase of its development and application of the localgovernment evaluation as well as the low level of the academic studyin this field. This dissertation is objectively based on the aboveintroductions, as well as the specific implementation of the TRS inShanxi Province, with an aim to analyse the problems and causes of the current PE in local government in our country, and provide somecountermeasures in order to be helpful in the future improvementsand complements of PE in local government. The dissertation isdivided into five chapters. The opening chapter offers a briefintroduction to the background, significance and methods of thestudy. Chapter two introduces the basic theories for the governmentPE. Chapter three gives a systematic introduction to the currentsituation of TRS in Shanxi Province. Chapter four explores theproblems in TRS in Shanxi Province and their causes. The last chapterprovides some countermeasures for improving and completing the PEin local government.
