Performance Evaluation Of Local Government In Gansu Province Based On DEA Model

At present, under the guidance of the correct concept of performance, governments at all levels in recent years are trying to boldly explore new mode of government performance management, such as adjust the functions of the government and the transformation of organization structure. Government performance evaluation has been widely used in all levels of government, which lays a solid foundation for the comprehensive construction of well-off society. The local government in the government system of our country is an indispensable level, because of the local government and the masses are closely related, which is the bridge and the link between the masses and the superior departments. So it’s very important to the performance evaluation of local government, the core of which is to establish performance evaluation index system of local government. It is an important part of the local government performance evaluation. But in the local government performance evaluation process, due to the lack of scientific and reasonable government performance evaluation index system and scientific evaluation method take a series of problems such as lack of public service values, lack of public participation, lack of quantitative analysis and so on. Therefore, it is necessary to establish a scientific performance evaluation mechanism in local government.Gansu province is located in the northwest of China, due to the special geographical location and fragile ecological environment, which gives the local government performance evaluation to put forward higher requirements to determine the index. This requires managers can not simply copy the developed area and the advanced experience of the region, but also taking into consideration the actual situation in Gansu Province. It can lead the local government performance to formulate reasonable evaluation index system and evaluation method. This paper takes the Gansu Province for example, which based on the analysis of the theory in good governance, at the same time drawing on the experience at home and abroad, especially the successful experience in performance evaluation index system. We establish a set of suitable for Gansu Province of local government performance evaluation index system, using the data envelopment analysis method to analysis 14 city local government performance in Gansu Province. According to the results of evaluation and comparison, we analysis of the reasons for the gap and take some suggestions.Meaning and goal of the study is to introduce the theory of good governance and scientific evaluation method to performance evaluation of local government in Gansu Province, and to explore the new model of local government performance evaluation.According to the situation of Gansu Province, this paper puts forward the followingsuggestions, including the establishment of a unified local government performance evaluation mechanism, set in line with the local government performance value orientation,establish professional assessment organization etc. Finally under the guidance of the concept of scientific performance evaluation, local government establishes the governance system of local government performance evaluation.
