Research On The Status Quo, Predicament And Countermeasures Of Performance Evaluation Of Target Responsibility System In Xunyi County, Shaanxi Province

The performance evaluation of local government has played a great role in promoting the economic and social development of local governments.In recent years,with the deepening of local government reform,some government departments have actively used government performance evaluation to practice and have achieved certain results.Therefore,it is of great theoretical and practical significance to study and improve the performance evaluation of local governments.This paper takes Xunyi County Local Government as the research object,and explores its situation in the performance appraisal of target responsibility system by means of questionnaire survey,literature research and case analysis,and then puts forward appropriate plans and countermeasures.Based on reading the relevant literatures at home and abroad,combined with the actual situation of Xunyi county government performance evaluation,the paper puts forward the content,methods and ideas of this paper.Based on the understanding of the relevant concepts and theoretical basis of local government performance evaluation,the paper introduces the current situation of Xunyi county government performance evaluation under the target responsibility system from the evaluation concept,evaluation index,evaluation procedure and application,and analyzes the existing problems and reasons.Then,through the reference study of domestic and foreign tests,the paper draws some experience and enlightenment that is beneficial to the improvement of performance evaluation and capability improvement of Xunyi county government.From the evaluation values,evaluation themes,appraisal mechanism,index system and evaluation technology,the paper puts forward countermeasures and plans for improving performance evaluation of target responsibility assessment system of Xunyi county.This paper can not only solve the problems existing in the current performance evaluation of Xunyi County,but also enrich the relevant theoretical research,and provide some ideas and reference for other local governments in improving the performance evaluation work.
