Information Disclosure and Public Participation is classified as a separate chapter in the new Environmental Protection Law which came into force on January 1,2015, which raises the environmental information disclosure to an unprecedented height of law, and governmental environmental information disclosure has become an inevitable trend.Since the proposal of the Green Hunan slogan in 2010, the governmental environmental information disclosure has greatly improved in Hunan Province, and there are also some bright spots, such as good cooperation and interaction between environmental protection departments and environmental NGO, the use of microblog and other new media to disclose environmental information and interact with the public in governmental environmental protection departments. But some problems still exist in governmental environmental information disclosure in Hunan from a practical point of view, such as unpunctual disclosure, low quality of the public information, poor website system of environmental protection department, etc.As for the reason, our country’s laws and regulations are not specific and detailed enough, and the relief system of governmental environmental information disclosure is incomplete in objective aspect. From the subjective aspect, it’s because the environmental information disclosure is not proactive with the lack of responsibility from related departments and its civil servants, as well as lack of public participation awareness, unenough participation channels and incomplete supporting measures.To solve these problems, it is necessary to be improved from the following aspects:first of all, the laws and regulations of environmental information disclosure should be refined; the second one is the improvement of the legal relief and responsibility system of environmental information disclosure in China; in addition, change the public service concept of the environmental protection departments and its civil servants from passively environmental information disclosure to proactive disclosure; besides, to improve the public environmental awareness and use of new media ways to broaden public access to environmental information; finally, strengthen interaction and cooperation with non-governmental organization of environmental protection. improving the government environmental information public security technology.
