A Study On The Question Of Government Responsibility In The Process Of Public Service Socialization

As China’s economic and social development and the transformation, the Junction of the government gravity moved to the construction of public services. Public service is public administration theory development and current our country in the process of practice are extremely concerned problems, public service socialization is since the 1990s China to promote public service reform important expression. In the practice of China’s public service socialization process, appeared to basic public services of responsibility, the socialization process corruption in breeding, public service contract mechanism to undeserved, public service information transparency, the supply of public service main body development such problems. These problems caused by a key factor in the absence of the government responsibility mechanism. According to the management idea of nationalism and constitutionalism, public service socialization process, the government ought to assume responsibility is:performance responsibility, contractual liability, information responsibility, liability, cultivating response responsibility, fair liability. Public managers should be in these responsibility mechanism in the development process of pursuit of all sorts of responsibility balance. Solve the question of public service socialization is the key to promote the process of government responsibility of public service socialization smoothly.In this thesis, I analysed the relation between managerial ism and constitutionalism, and then, point out the lack of government responsibility. After that, I suggested that we should do something to strength the government responsibility in the process of public service socialization. First of all, integrative management shall be the responsibility of nationalism and constitutionalism in management mechanism, nationalism and constitutionalism theory established on the basis of analyzing the public service socialization of responsibility of the government’s regulatory framework; Secondly, shall ensure that the public service socialization to realize the public interests as the final purpose, and shall, in a program and results of two aspects maintenance of public interest, balance multidimensional responsibility. Strengthening the government the specific approaches should be through various management techniques and methods to promote the government responsibility mechanism in performance management contract, and maintenance, information transparency, response to public, cultivating supply subject, maintain social justice, and other aspects of responsibility, promote public service socialization process smoothly.
