China’s State-administrated Charity Organizations And Their Credit Dilemma

In recent years, China’s charity is growing vigorously, the charity and publicwelfare atmosphere of the whole society is rising. But in June2011, the “JocieGuo” incident has outbroken on the internet, and gives a heavy blow to our publiccharity. The public has almost no confidence in the word “charity”, all sorts ofdoubt and guess continuously, the development of charity undertakings in Chinaunable to get up after a fall.What makes China’s charity so fragile, so cannot withstand a single blow?This article is based on the theoretical model, and introduces the principal-agenttheory and collective action theory, it has found a theoretical framework ofChina’s charity reality operation, and found the pathological reason of itscredibility dilemma—caused by China’s charity “semi-official” non-governmentalorganization status and dual management system.This paper further to take the J charity organizations as an example,introduces three typical cases, profound discussed the J charity organizationdevelopment reality and credibility dilemma with much angle and all-around. Thediscussion is based on three levels: the identity dilemma and supervision risk ofagent, credibility based on organizational attributes and staffing constraintsreputation predicament, as well as sources of funding constraints based oncredibility dilemma. Because J Provincial Charity Federation administrativehierarchy is in an embarrassing condition, the unit nature and staffing composition lead to its disciplined by others, and the source of funding and use method arehold each other back with its public welfare property, these constraints make Jcharity always to be very careful, as its reputation to protect buried under a greathidden danger. Combined with the operational model of our charity, this paperdraws out, J charity credit status have deep-seated reasons and can not fall inactive system solved.In response to these realities, the article puts forward the feasibilitycountermeasure and proposal one after another: to reduce the cost of collectiveaction, and improve the network public opinion system platform; determining thegovernment authority, expansion of the scattered client strength, clear charitystatus; reduce the agent itself demands interference, clear charity loyal executors.These countermeasures and suggestions will push forward the government andcharitable organization change management model, and promote the sounddevelopment of philanthropy in China.
