Research On The Adjustment Of The Official Charity Organization After The Implementation Of The Charity Law

Philanthropy is a social undertaking in which human beings voluntarily contribute their love to help the disadvantaged groups.The main body of running charity is charitable organizations.The contemporary charitable organizations of China emerged after the reform and opening up.They are mainly initiated by the government for the policy reasons.That is to say,government-run charitable organizations.Undoubtedly,government-run charitable organizations have played an important role in popularizing charity culture and implementing poverty alleviation,and promoted the development of charity in China.Recently,government-run charitable organizations have also increased their self-innovation and adjustment in response to government policies and the needs of the times,so it is necessary to study their adjustment behavior.In the government-run charitable organizations,the adjustment of charitable association system is more worth discussiing because of its large number and great influence.This paper takes the S Charity Federation as a case,the background,strategy and content of adjustment,and the effect of adjustment were researched by using interview data,participatory observation methods,literature research methods and other data collection methods,with the help of government and social organization relations,resource dependence and social adaptation theory.The paper points out that the government has increased the intensity of the reform of the release uniform,giving the social organization more space to carry out activities.In 2016,the Charity Law of the People's Republic of China(hereinafter referred to as the "Charity Law")was formally promulgated and implemented.The Internet charity was booming and developing rapidly.The policy of charity organization registration has been liberalized and the number of non-governmental charitable organizations has increased.The government has taken the initiative to decouple itself from social.This marks the initial formation of a new charity pattern.Undoubtedly,the impact of the new charitable structure on the government-run charitable organizations which had the predominant position is the greatest.The S General Assembly has a clear judgment on this,and actively adjusts in some key links and areas.The first is to enhance their professionalism and enhance the normative nature of charitable work.The second is to strengthen the concept and system of doing goodaccording to law,and further enhance their credibility.The third is to actively lower their stance,from relying on donations from state-owned units to actively embracing the Internet.Promote recruitment in the form of projects,reduce the threshold of special funds,and attract the general public to participate in the donation fund.The fourthly,play their own resource advantages and network advantages,actively spill over part of the funds,and subsidize civil society service organizations to carry out professional services,shift to a leading role in provincial philanthropy.In just two or three years,the specialization and rule of law of the governance institutions and services of the S Charity Federation have been improved,the network charity effect has been remarkable,and the relationship with some charitable organizations in and outside the province has become closer.The status of the industry has been consolidated and improved.However,due to various factors,the organization still has some shortcomings in terms of de-administration and incentive models.In this regard,the government should complete the decoupling as soon as possible,respect the autonomy of government-run charitable organizations,explore a decent link between government and charitable organizations,and reduce the interference in its operations.Government-run charitable organizations should also take the initiative to administrative,operate in accordance with the model of social organizations,and enhance their professionalism.In any case,under the tide of innovation,government-run charitable organizations also have the power and pressure of self-reform,from pursuing stability to initiative innovation to respond to government expectations and the needs of the times.
