Countermeasure Research Of Promoting Our Government Executive Power

The word “executive power” originated from the research of enterprisemanagement in western society, and it was introduced into the field ofadministrative management later. Governmental executive power is an importantcomponent of governmental administrative ability, although there are varioustheoretical explanations on governmental executive power, the core isgovernments and relevant departments of all levels have the ability to implementthe relevant policies, resolutions and ruling systems.In recent years, with the deepening of opening-up and reform, social andeconomic construction are developing quickly, China has obtained greatachievement which has got attention from all over the world. This achievementowns thanks to both the wise national policies and the firm and effectiveexecution of governments of all levels. Although we are proud of our greatachievement, we still should hold a serious attitude to the existing problems ingovernmental execution. At present, there are still some bad phenomena in somelocal governments such as the unstable and changeable policies, localgovernments distort the national policies for the sake of local benefit etc. Thereare so many reasons for the poor governmental executive power. Whether thegovernmental executive power can be effectively promoted has great connectionwith the benefit of the people, the lasting development and future prosperity of thewhole country.In China, a certain achievement has been obtained in the study ofgovernmental executive power. The relevant academic circles has analyzed thebasic content of governmental executive power, discussed the multi influentialelements, concluded the poor governmental executive power modes, and hasmade many effective policies and suggestions to promote governmental executive power. China central government is very attentive to the study result andsuggestions of academic circles, the word “executive power” has been mentionedmany times in governmental work report, however, poor governmental executivepower still remains a serious problem, we still have a long way to go.Guided by “Four Dimensional Analysis Mode of Governmental executivepower” written by professor Ma Baobin, using relevant knowledge of Politics,Administration and management, the author starts from the research of executivepower in China and abroad to discover the influence upon governmental executivepower of personal executive power, organization executive power, systemexecutive power and policy executive power. The author uses examples to showthe poor governmental executive power and analyzes the reasons, finally makessome solutions and suggestions in four aspects so as to provide some assistance topromote governmental executive power.In the first part of the article, the author illustrates the topic selectionbackground and meaning, and generalizes the concept of governmental executivepower, makes a detailed introduction of the concept origin, development processin foreign countries and its study and development condition in China. Throughthe above illustration, the author points out the importance of governmentalexecutive power and the necessity of its further study.In the second part of the article, the author first explains the concretemeanings of “execution” and “executive power”; then illustrates the content ofexecutive power from the angles of Laws, Economics, Social Science andAdministrative Management etc; finally, makes an overall analysis on influentialelements on governmental executive power by the ways of execution subject andexecution object. By the way of execution subject, the author analyzes theinfluential elements of personal executive power and organization executivepower while by the way of execution object, the authors analyzes the influentialelements of policy executive power and system executive power. Through theanalysis and appraisal of influential elements on governmental executive power,the authors hopes to provide sufficient testimonies to illustrate the currentcondition of governmental executive power in China.In the third part of the article, the author first makes objective analysis on the current condition of governmental executive power in China. Since theopening-up and reform, the governmental executive power has been greatlyimproved, yet the poor governmental executive power still exists widely. Theauthor concludes six main phenomena: mechanical execution, wild execution,symbolic execution, hiding execution, selective execution and expandingexecution etc and sets examples after the illustration of theories, and then makesdetailed analysis on the poor executive power reasons in the ways of governmentexecution subject and execution object. The reasons from the execution subjectmainly includes three aspects: economic profit orientation leads theineffectiveness of policy execution, limited cognition ability leads the deviation ofexecution, poor overall quality leads the low administrative efficiency etc; thereasons from the execution objects mainly includes three aspects: poor quality ofpublic policies, imperfect supervising system and unscientific achievementappraisal system. The author uses the above analysis to make preparation for thepresentation of solutions and suggestions in the fourth part of the article.In the fourth part of the article, the author presents some main solutions andsuggestions to the poor governmental executive power. The main content includesfour aspects: improve quality and promote personal executive power; handle therelations in a scientific way so as to promote the organization executive power;put more emphasis on procedures so as to promote policy executive power andperfect the systems to promote system executive power etc. While to definite theabove four points, to promote personal executive power is the basis, to promoteorganization executive power is the key, to promote policy executive power is thepremise and to promote system executive power is the guarantee.
