Therefore, It is a important issue for our government find out ways to enhance policy executive power in a different view.The public policy execution is the most essential link in the chain of public policy, the policy executive power is the key to realize the public policy goal and plan. With a poor policy executive power, it may realizes the public policy goal with difficulty. A poor policy executive power always related to a high implementation costs, which is means the disbursement and the income are not coordinated.In order to execute the public policy effectivly, and prevent or eliminate the deviation of policy executive, it is necessary to reduce the cost as far as possible and enhances the executive efficiency for promoting the strength level. At the same time, according to system analysis theory, transaction cost theory and cost - income analysis method and so on, this article analyse why the implementation costs is producted after introducing the factor of implementation costs while the problem of of public policy and the goal are decided, then it discriminate the implementation costs which is the essential cost and which is the avoidable non-essential cost.When the policy can be assured carring out effectively in the process of policy executive, this article propose to some ways to optimizate and control the implementation costs and reduce the non-essential implementation costs as far as possible, in order to to find out a reasonable optimum point that is the biggest proportion spot between implementation income and costs.By this way, it can enhance the efficiency of policy executive and optimizate the policy executive power.
