Nowadays, the study of immigration policy is dispersing and lacks of systematicness, so,there is an urgent need for the basic comb of the current situation. This paper aims to analyzethe current status of Chinese Immigration policy and find the problems facing.Based on thecombination of international migration theory and public policy theory, the paper shows usthe immigration policy system model, in order to analyze China’s current immigration policyand its problems. On the part of understanding the current situation, the study is focusing onthe static specification and the dynamic operation analysis. The static specification includescarrier formats and substance contents, and the dynamic operation analysis consists of policyformulation, policy implementation, and the policy change process. For the part of problemsprobing, according to immigration policy model and using the problem tree analysis, thestudy summarizes the problems as policy environment, policy system, policy working.Literature analysis, historical analysis and research methods are used in this study, withthe help of problem tree analysis and interested party analysis methods. This research, whichis combing the status quo of Chinese immigration policy, finds that the policy environmentfacing the formation of the dual structure of labor markets, the impact from globalization, themigration chain and the continuously increasing of the organization extent of migration. Inthe policy system, it faces of power imbalance between the policy subjects, new problems ofpolicy objects, policies and regulations still not perfect and the policy is ineffective and so on.In policy working, it is facing unclear targets, lacking of acentralized implementation oforganizational and no systematic plan for policy changing, etc.
