It is well known that America is a nation composed of immigrants and their descendants. The United States has established relatively complete immigration law system since its foundation. In the recent half of the century, the entry of a large number of immigrants has made profound effects on all fields of America. Due to the economic, political, security and social factors, especially the 9/11 terrorist attacks, the Bush Administration quickly made a series of adjustments of immigration policy. But this kind of adjustments are limited and temporary. After President Bush proposed temporary worker program on Jan. 7, 2004 and began his second term in 2005, the comprehensive reform of American immigration policy can be said to be on its way. The reform focuses on temporary worker program, border security and interior enforcements, illegal immigrants and legal permanent residents. Because there are various of political actors actively participating in the reform, the conflict of their interests is unavoidable. Up to now, the Congress still haven't passed any conprehensive reform act. We need pay close attention to the process of the reform in the future.
