Research On The Changes Of China's International Immigration Management Policy

In the process of globalization,China has attracted more and more international talents with its growing comprehensive national strength and rapid economic development.At national level,more and more attention has been paid to the strategy of introducing overseas talents.According to China's new reform program which was announced in March 2018,National Immigration institution will be established in the future.That means the establishment of immigration institution has been put on the agenda of the policy process.However,China's current international migration policy system is not yet perfect.China must face up to the challenges posed by globalization.Based on this background,this thesis focuses on all the immigration policies and management reality since China had its first immigration policy and law.By using the method of text interpretation and policy discourse,the thesis analyses the key revolution of the policy system and find out the internal logic in the process of policy change.This study takes the text interpretation method in policy discourse as the basic research method.Through the theoretical perspective of policy change,it attempts to do an explanatory research on China's international immigration management policy.The research is divided into five chapters.In the first chapter,the author introduces the background,research methods and the significance of this study,and defines the concept of immigration as well as China's immigration management policy.And a literature review on the current research situation of immigration management policy is made.In the second chapter,the author introduces China's current law system of immigration management and the organization of relevant departments.Then in the third chapter,the author analyzes the key policy discourse and its context in the policy change process.In the fourth chapter,the author focuses on the stakeholders and key actors in the policy change process.In the fifth chapter,the author,on the basis of the previous investigation,clarifies the internal logic of policy change.And in the end,there is a summary of this study and the author also looks forward to the future of China's immigration management policy.Through the analysis of discourse and context in the policy changes process and the study of key decision makers and stakeholders,the author draws the following conclusion:The changes of China's immigration management policy are always within the national governance framework.In the whole change process,when policy makers determine the policy objectives,concepts and criteria for the selection of policy tools,they always use the same way of thinking,which means all decisions are within the national governance paradigm.In order to satisfy the interests of our country,they must make the decision according to the current goal of the whole society,whether it is safe or development.Therefore,the actual change logic is a gradual policy adjustment that is led by policy learning.In a specific period,the policy system can't jump out of the existing governance paradigm framework.It also means that in a long period,the immigration policy system framework will not be changed.Even the establishment of the National Immigration institution has been proposed in the latest reform plan,that doesn't mean the policy system will definitely jump out of the original policy and governance framework.It is still a kind of regular policy system change.And this apparently meets the Chinese environment better,which can also help to solve some foreigner management problems in reality.And the impact on the existing legal and political framework will reduce the resistance that may exist in the reform of institutions.Looking at the future of China's immigration management,it can be clear that the social management has entered a new era,and the opportune conditions and technical conditions for establishing specialized immigration management institutions have been preliminary mature.To speed up the construction of relevant legal system and enable it to provide better policy and legal guarantee for immigration management should be the most important goal of the development of immigration management in China.Therefore,legislators at the national level need to clarify the concept of international migration in the legal texts as soon as possible,and speed up the legislative process.
