As the current aid policy covers only theabsolute poor, there appears a kind of the unfair situation that is "one dollar differencebetween the world of difference between the treatment " between family income andthe minimum standard. Because of this phenomenon, the paper proposes a steppedrelief system, which identify a clear edge of urban poor groups and classify thesecond step called the relatively poor. At last, it calculates he edge of the poverty linein LiaoNing Province. while taking advantage of the current international method oflow-income fifth of the line, it gives a comparative analysis for the edge of thepoverty line and the current minimum standard.The whole article consists of six chapters.
